Instruments adopted between states or by an international body rather than by one national legislature. Belongs here: the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the Geneva Conventions, the Rome Statute establishing the International Criminal Court, and the Statute of Westminster 1931 governing dominion status within the British Commonwealth. Does not belong here: a purely domestic instrument even one addressing rights, grouped under rights and social legislation or national constitutions by its own scope instead.
