Dutch jurist, diplomat and theologian, standardly credited as the founder of international law as a distinct field. His 1625 De Jure Belli ac Pacis (On the Law of War and Peace) grounded relations among states in a natural law binding sovereigns even absent a common earthly authority, systematizing what became the modern law of nations; his earlier Mare Liberum (1609) argued for freedom of navigation on the open seas. Trained in the Roman-Dutch civil law tradition, he served as Pensionary of Rotterdam before imprisonment and exile over the religious-political conflict between Remonstrants and Counter-Remonstrants, later serving as Sweden's ambassador to France.
